BRIEF HISTORY OF ALL INDIA FEDREATION OF DIPLOMA ENGINEERS

Formation of ALL INDIA FEDERATION OF DIPLOMA ENGINEERS

The records of Punjab Association reveal that one ALL INDIA Subordinate Engineers Federation existed in November 1949-1954 operating from Pune-Nagpur is known about its fate afterwards.
The present ALL INDIA FEDERATION OF DIPLOMA ENGINEERS was mooted through the efforts of various stalwarts during 1967. On the invitation of the Orissa Subordinate Engineers Assocation, the state representatives of West Bengal, Uttar Pradesh and Mysore attended the 22nd Annual Conference at Bhubaneswar on 26th May,1967.
The General Secretary of the Orissa Subordinate Engineers Association gave an introductory speech invited the representatives of different Association for the formation of Federation of the Subordinate Engineers of ALL India level on the following objects:

  • To uphold in every way, the dignity and honor of Engineering profession.
  • To promote a sense of esprit de-corps among all Diploma Engineers.
  • To enable to take counsel together on matters relating and affecting to their profession.
  • To elevate engineering profession and to rise the standard of the profession.
  • To strive to bring about a more uniform system of Technical Education, Examination and     Registration.
  • To promote and provide welfare of and to give relief by grants of money or other aid.
  • To work in co-operation with others with interest and to promote integrity for our country’s     progress.
  • To solve the unemployment problems of fellow engineers.
  • To promote the spirit of fraternity among the Diploma Engineers.
  • To promote the scope of keeping the members abreast of latest technique in Engineering     field through the bulletins and periodicals.

It was decided to form an Adhoc Committee consisting of two members from each state of India.Shri S.N.sampige, President of the Mysore Engineering Service Association was unanimously elected as the Convenor of the Adhoc Committee of ALL INDIA FEDERATION OF DIPLOMA ENGINEERS.

It was decided during the above meeting to tackle the common service conditions of Diploma Engineers under the following points:

  • Comman Scale of pay throughout India.
  • Comman Designation throughout India.
  • Comman seniority list for both Graduates and Diploma Engineers throughout India or to fix up atleast 33-1/3% of promotions on both permanent and temporary of Assistant Engineers.
  • Proportion of recruitment to be fixed between Graduates and Diploma Engineers throughout India.
  • Conveyance allowance to be common throughout India.
  • To grant free medical aid to all members of the family of Diploma Engineers.
  • Free education for the children of the Diploma Engineers upto college level.
  • Providing residential quarters in all places with reasonable rent.

In this connection, it was decided that in view of Pay Commissions being formed in some state, it was obvious that minimum formula to be arrived at with regard to pay for a common scale throughout India.
The first Adhoc Committee meeting met on 5th November 1967 at Bangalore and the members of Madras and Mysore discussed on the Draft Constitution and Byelaws, the Memorandum to be submitted and also the budget for the conference.

The second Adhoc Committee meeting met on 7th Jan,1968 at Hyderabad. The Adhoc Committee members of :

Madhya Pradesh, Maharastra, Andhra Pradesh and Mysore met and finalized the draft constitution and Bye Laws, Budget and the programme.

In this connection the previous correspondence sent by the Bihar Subordinate Engineers’ Association regarding the conduct of 3 press conferences of All India level were discussed and came to a conclusion that in view of the Conference beingh attended by a few states, to treat them as All India Diploma Engineers’ Convention only. Hence the Conference to be held on 15th Feb,1968 be treated as the first Conference of All India Federation Of Diploma Engineers.
The first council meeting was held on 14-2-1968 in the premises of Institution of Engineers(India) Mysore Centre, No-3 Vidhana Veedhi, Bangalore-1 at 3 P.M. In this meeting

Er. P.R.Sajjan Raj (Mysore) and Er. S.N. Sampige (Mysore) were elected as President and General Secreatary respectively.

The council meeting was conducted under the Presidentship of shri P.R.Sajjan Raj. The president requested all the members to pledge as follows:

“WE THE MEMBERS OPF THE COUNCIL OF THE ALL INDIA FEDERATION OF DIPLOMA ENGINEERS, ASSEMBLED IN THE PREMISES OF INSTITUTION OF ENGINEERS AT BANGALORE,ON THE 14TH DAY OF FEBRUARY 1968, DO HEREBY PLEDGE OURSELVES TO BELIEVE EXCLUSIVELY IN AND RESORT ONLY TO ACCEPTED PARLIAMENTARY AND DEMOCRATIC METHODS FOR PROPAGATING OUR CAUSE AND IN ACHIEVEMENTS OF OUR OBJECTIVE TREATMENT IN OUR SERVICES IN GENERAL AND IN OUR STATUS AND EMOLUMENTS IN PARTICULAR.”

The above pledge was taken by all the members participated in the meeting.
The following office bearers were elected for the year 1968-1969, who will hold office till the end of next All India Engineers’ Conference of the Federation.

THE FIRST ALL INDIA DIPLOMA ENGINEERS CONFERENCE

The 1st conference was declared open by Dr. K.L.Rao, union Minister, irrigation and power on Thursday the 15th February 1968 at 10 a.m at Rabindra Kalakshetra, Bangalore. Shri S. Nijalingappa, Chief Minister, Maysore and President, all India Congress Committee presided over the conference. Shri Veerendra Patil, Minister for P.W.D addressed the gathering and released the “Souvenir”. About 2000 Diploma Engineers from various parts of Indian union attended the conference.

SECOND COUNCIL MEETING

The 2nd council meeting of All India Federation of Diploma Engineers was held on 27th -29th September,1969 at Lucknow under the chairmanship of Er. P.R.Sajjan Raj President of A.I.F.O.D.E.
On 27th September 1969, the members representing all the affiliated state association received the state Minister for Government of India, Shri Raghunath Reddy at the airport. The Executive had a brief meeting and later attended the 42nd annual function of U.P (B & R) S.E.S. Association at Ravindralaya, Lucknow presided over by the state P.W.D Minister.

On 29th September 1969, the following were elected for the next term for the year 1969-70 unanimously:

THE SECOND ALLINDIA DIPLOMA ENGINEERS CONFERENCE

The 2nd t conference was held in the Rabindralaya, Lucknow on 29th September.1969. About six hundred delegates from all over the country attended the conference. The conference was presided over by Shri V.K.Raghunath Reddy, Union Minister For Industrial Development and was inaugurated by Shri C.B.Gupta, Chief Minister, Uttar Pradesh. Shri Charan Jeet Yadav graced the conference as the Chief Guest.

THIRD COUNCIL MEETING

The 3rd council meeting of All India Federation Of Diploma Engineers was held at Chandigarh on the 8th and 9th May,1971, alongwith the 55th Annual Session of the Punjab Subordinate Engineering Overseers Association. 90 Delegates from 14 states of the country attended the meeting.

The session was inaugurated by Hon’ble Ramdhir Gour, Minister for Irrigation Haryana with Sri A.N.Vidyalanker,M.P.(Patron of the Association) acting as Chief Guest. Shri P.C.Gupta (U.P) speaking in the absence of President.

In the morning session on 9th May 1971 election were held for new team of office bearers. The following were elected:

1. Er. Tara Singh (M.P) - President
2. Er. M.H.Kutty (J&K) - Sr.Vice-President
3. Er. S.P.Mohanty (Orissa) - General Secretary
4. Er. G.L.Sharma (Punjab) - Treasurer

FIRST DIPLOMA ENGINEERS’ DEMAND DAY CELEBRATED

The President AIFODE Er. Tara Singh accompanied by Er. S.P.Mohanty General Secretary and Er. M.A.Khan, President U.P. Federation of Diploma Engineers along with members from states presented to the Prime Minister Smt. Indira Gandhi a memorandum listing the various demands of Diploma Engineers on 19th April 1973.

It was the first time that Diploma Engineers in the country unitedly approached the Prime Minister with their demands. The Prime Minister was elobrately explained the duties performed by Diploma Engineers (popularly known as Overseers) and their role in the development activities of the country. She was also apprised of the enormous difficulties experienced by Diploma Engineers on account of outdated and out moded rules and the general apathy of Engineering Officers towords this cadre.
To remedy this situation, she was requested for appointment of a “Technical Commission” which can study these rules and service conditions and suggest improvement there in. she was also explained this will benefit the country at large.

FOURTH COUNCIL MEETING

4th council meeting of All India Federation Of Diploma Engineers was held at Madras (Chennai) on the 5th November,1973 simultaneously with the Diamond Jubilee Celebrations of Tamil Nadu Engineering Association. The conference was inaugurated by Shri H.N. nanje Gowda, Karnataka’s Minister for Major Irrigation. The conference elected the following for the next year 1974:

3. Er. S.Ganpathi (T.N) - Vice-President
4. Er. S.P. Mohanty (Orissa) - General Secretary
