I am indeed honoured to take privilege to present before you the Secretary General report of the All-India Federation of Diploma Engineers on the occasion of the 26th National Council Meet, 2026.
I take the opportunity to express my heartiest thanks and gratitude to all Ex- Presidents and Ex- Secretaries General, Prominent leaders, dedicated workers of the Federation who have graced the occasion despite of the busy schedule.
The All India Federation of Diploma Engineers is one of the oldest organization in the history of the Government organization and Apex body of Diploma Engineer’s Organizations, India. The Federation has its membership strength about 4 lacs working under Central, State Government and its undertaking departments. The Federation was established on 14th Feb’ 1968 at Bangalore. Its 1st Plenary session was inaugurated by Nizalangapa Ji the then Hon’ble Chief Minister of Karnataka. The Federation has its Central Head office at Dutt Bhawan, New Ashok Nagar, Near Metro Station, Delhi-110096. The Inaugural Function of Dutt Bhawan, the National Head Quarter of All India Federation of Diploma Engineers. Sh. Chandra Shekhar Ji, Ex- Prime Minister, India inaugurated the Dutt Bhawan, the Central Head Quarter of AIFODE at New Ashok Nagar, Delhi-110096 on 29th Nov, 1992. While addressing the gathering on this eve he exhorted that Diploma Engineers are the back bone for infrastructure development of the country.

Aims and objective of the Federation
The Federation believes in establishing and encouraging brotherhood among its members and working in unison for the development of the country. The Federation’s monogram symbolises the immense commitment, devotion and dedication of the Engineers towards the national development.
The main aim of the Federation has always been unity and integrity among the members and rendering the best services for the country. AIFODE strongly believes in team work, being together, working together and achieving together by promoting best work culture and work environment amongst its members.

AIFODE is a constituent of the SAARC Diploma Engineers Forum. But presently this Forum is not working for some international reason. It would be wise to mention here that despite of many challenges All India Federation of Diploma Engineers performed best activities with the SAARC countries for the following objectives: –
Basic need and Charter of Demands
The Federation submitted multiple Memorandums to the Hon’ble Prime Minister of India through the Cabinet Secretary, Government of India, Chief Secretary of the states on different occasions. In addition to that Correspondence and persuasions were also made to the Cabinet Ministers and Secretaries to the Govt of India for solving the long pending grievances of the AIFODE.
Organizational Activities
Agitation programme for Resolution of Old Pension Scheme
A rally for the restoration of the Old Pension Scheme was held on 10 August 2023 at Ramlila Maidan, Delhi, organized by the National Joint Council of Action. This programme was conducted jointly with AIFODE.
Another rally in support of the Old Pension Scheme took place on 1 October 2023 at the same venue, organized by the National Movement for Old Pension Scheme. This event was also held in collaboration with AIFODE.
A third rally for the restoration of the Old Pension Scheme was organized by the National Movement for Old Pension Scheme on 9 November 2025 at Ramlila Maidan, Delhi, with AIFODE participating in the programme.
Seminar on National Education Policy, 2020, in New Delhi
A national level Seminar titled National Education Policy 2020 ; Issues and challenges was organised by the All India Federation of Diploma Engineers on 24th September 2023 at Sri Ram Centre for Performing Arts, Safdar Hasmi Marg, Delhi.
In this Seminar Dr. Manorama Sharma renowned Educationist and Former Professor North East Hills University, Shillong , Ms Anjela Taneja eminent Education Activist and Joint Convener Right to Education Forum, New Delhi, Mr Suhas Chakma Human Rights Activist and Director, Rights & Risk Analysis Group, New Delhi, Padmashree Er. Dr. Brahm Dutt, Social Activist and Former Secretary General All India Federation of Diploma Engineers, Mr Nayanjyoti Bhuyan, Senior Journalist and Member of the Expert Committee BTR Administration were invited to grace the occasion as Moderator and Lead speakers respectively.
Participants across the country came together and graced the occasion.
Social activities of the All India Federation of Diploma Engineers
The Engineers work hard for accomplishing their assignments, normal duties and responsibilities. The members of the AIFODE voluntarily unite to meet up their responsibilities for common socio-economic needs and welfare of its members besides the needy ones. The meaning of social work revolves around activities concerning with providing social services to those in need. The Federation devotes ample time for the betterment of the nation, putting in their best efforts in building our nation. It firmly believes in doing its best in helping the needy in every way possible.
Every year, on the occasion of death anniversary of Er. R K Dutt and birth anniversary of Bharat Ratna Sir M Visvesvaraya, on the 15th September, AIFODE celebrates it as Engineers Day the Federation organizes social activities across the country, on this eve such as:
AIFODE Auditorium
The AIFODE Auditorium, envisioned as a long-cherished dream of the Association, spans 33,000 sq. ft. During my tenure, this vision began to take concrete shape through the collective efforts and generous support of our members and well-wishers. Not only was the foundation laid, but the construction of the basement, ground floor, and mezzanine floor was also completed, along with the septic tank. This progress stands as a testament to what we can achieve together. I am confident that the incoming team will continue this journey and carry the project forward to its successful completion.
In addition, 12 rooms with attached bathrooms in the Guest House block at Dutt Bhawan premises were renovated, significantly improving the facilities available to members and visitors.
It will be wise to mention here that, almost all constituent units, AIFODE, contributed donation towards the construction of the AIFODE Auditorium, among them Arunachal Pradesh Junior Engineers Welfare Association, Assam Diploma Engineers Service Association, MCD Engineers’ Forum, Diploma Engineers Association, Jharkhand, Karnataka Engineering Service Association, Uttrakhand Diploma Engineers Federation, Uttar Pradesh Diploma Engineers Federation and Forum of Retired Diploma Engineers have contributed more than their allotted target for which I, convey my sincere thanks and gratitude to them for their generous contribution.
Replies to the questionnaire of the 8th Central Pay Commission
The All India Federation of Diploma Engineers submitted a online Replies of the questionnaire of the 8th Central Pay Commission, Government of India on 13.03.2026 to place on record the long- standing concerns, aspirations, feelings and justified demands of Diploma Engineers serving across Central and State Government Establishments.
The Replies to the questionnaire aims to draw the Commission’s attention to the Critical Role placed by Diploma Engineers in the execution, operation and maintenance to public infrastructure, industrial services and essential Government Functions often at the grassroots and implementation levels.
The online submission also addresses the strategic and systematic challenges confronting Engineers and Government employees in general including stagnation, limited promotional avenues, erosion of Pay parity and increasing functional responsibilities without commensurate compensation. Particular emphasis has been laid on the adverse impact of such imbalance on morale, efficiency and service delivery, especially in critical sectors such as Public works, Power, Water supply, Water resources, transport rural and urban development etc.
Through this submission AIFODE urges the 8th Central Pay Commission to adopt a fair, rational and inclusive approach while reviewing structures, taking into account the Principle of equity and Principle of equal pay for equal works, functional requirements, Technical accountability and historical injustices. The Federation firmly believes that addressing these issues will not only restore dignity and motivation among Diploma Engineers but will also strengthen institutional capacity and governance outcomes across both Central and State Governments.
The All India Federation of Diploma Engineers expresses its confidence that the Hon’ble Commission will give due consideration to the concerns raised and evolve recommendations that ensure equity transparency and sustainability in the Pay framework of Government employees.

I, sincerely believe that the deliberation on the occasion of 26th National Council Meet, AIFODE would help the delegates / councillors to uphold the knowledge about the grievances, achievements, progress and to enhance their expertise, know how, innovation and motivation for the betterment of the AIFODE as well as the infrastructure development in the field of engineering and technology.

True to the saying that problems could not be solved overnight and our dedicated members know it well.
